9月14日，国家质检总局党组成员、国家标准委主任田世宏和国际标准化组织（ISO）主席张晓刚共同签署并正式发布了第39届国际标准化组织（ISO）大会《北京宣言》。

《北京宣言》围绕ISO的战略规划和愿景，以推动国际标准化持续发展，促进世界互联互通为主题，强调国际标准化活动的价值，倡议加强标准化实践的合作，期望通过交流和分享知识、经验、技术和资源，实现人和组织的和谐发展。

在ISO大会历史上由ISO和主办国联合发布宣言尚属首次。《北京宣言》由国家标准委提议，经与ISO积极沟通协调，最终确定在ISO大会期间正式发布。2016年是ISO实施新五年战略规划的开局之年，也是中国持续深化标准化改革的关键一年。通过发布《北京宣言》，将进一步巩固第39届ISO大会的会议成果，进一步提升ISO国际品牌和声誉，也将为全面提高中国标准国际化水平和影响力，为本届大会留下中国印象发挥积极的作用。

ISO于2016年9月在中国北京召开主题为“标准促进世界互联互通”的第39届国际标准化组织（ISO）大会。

我们认识到：

在21世纪全球化的背景下，创新治理变得越来越重要。ISO也在参与解决技术、经济、环境和社会挑战等全球性问题的过程中迎来新机遇；

标准是促进全球经贸、技术、环境、社会等可持续发展的重要支撑，为实现一系列新的全球可持续发展目标创造新的动力；

《ISO 2016-2020战略规划》旨在以完善的治理制度、道德规范、标准制定程序为依托，帮助ISO应对未来的发展趋势与挑战；

强调加强ISO在双、多边国际标准化合作中的核心协调作用，保障国际标准的协调统一性，在国家平等和伙伴关系的基础上，促进双边和多边标准化合作不断发展和深化；

谨记ISO的使命是：组织实施《ISO 2016-2020战略规划》，制定与出版国际标准，让标准成为世界的通用语言。

根据2016年大会第11号决议，本届ISO大会同意：

积极响应《ISO 2016-2020战略规划》，顺应未来趋势，迎接挑战，抓住机遇，为ISO的未来发展做出贡献；

制定一系列一致的、可信任的高质量标准，并在全球有效应用, 为各成员带来实际效益；

保障各国标准化机构与ISO中央秘书处之间的沟通渠道畅通，促使各利益相关方广泛有效参与国际标准化活动；

加强标准化实践的合作，通过交流和分享知识、经验、技术和资源，实现人和组织的和谐发展；

本届大会重申，将践行承诺，开展标准化国际和地区合作、加强能力建设及技术创新，通过ISO这个平台在全球范围内发挥标准促进世界互联互通的作用。

BEIJING STATEMENT
JOINTLY ISSUED BYSACADMINISTRATOR AND ISO PRESIDENT

ISO held its 39th General Assembly, including an open session emphasizing how International Standards improve global connectivity, in September 2016 in Beijing, China.
 
Recognizing that:
• Globalization is a reality in the 21st century and the promotion of innovation management is becoming more important. Therefore, ISO canseize new opportunities by helping to address technological, economic, environmental and social challenges.
• Standards are important tool sand a means to promote global economic development,trade,technology,environmental performance and a sustainable society. They represent anopportunity for consensus-based solutions to support achievement of theUnited Nations Sustainable Development Goals.
• The ISO Strategy 2016-2020, supported by an improved ISO governance structure, ethics and standards development process, will guide ISO inembracing current and future development trends and challenges.
• ISO has a key role incoordinating multilateral international cooperation on standardization and infacilitating the worldwide harmonization of standards and related activities.
• ISO's mission is to develop and publish International Standards and its objective is to implement the ISO Strategy 2016-2020, with the aim of having ISO standards used everywhere.
 
Under its Resolution 11/2016,the ISO General Assembly agreed to:
a)   respond positively to the ISO Strategy 2016-2020 by embracing current and future challenges and seizing opportunities to continually developand improve ISO;
b)   develop consistent,reliable and high quality standards which can be effectively used everywhere and bring real benefits to all ISO members;
c)   enhance communication channels between ISO members and the ISO Central Secretariat in order to engage stakeholders effectively and encourage intensive participation of ISO members andtheir stakeholders in international standardization activities; and
d)   strengthen cooperation inthe field of standardization practices, exchange and share knowledge,experience, technology and resources to promote harmonious people andorganization development.
 
The ISO General Assembly reiterated its commitment to enhance regional and international cooperation on standardization, strengthen capacity-building of all ISO members and support technical innovation in order to foster ISO standards as important means to improve global connectivity.
